Dubai's threat to U.S. banks
Although there's little direct exposure to Dubai World's default risk, U.S. financial institutions could take major indirect hits.


The news that the sovereign wealth fund of Dubai requested a postponement of billions of dollars of debt this week could pose a big problem for U.S. banks.
The state-run investment company, Dubai World, owes about $60 billion. It rang up much of that in a building boom that included the world's tallest skyscraper and the Palm Islands in the Persian Gulf, settlements shaped like palm trees.
According to CMA Data-Vision, which tracks credit markets, there's a 35.82% probability that Dubai will default on that debt.

New York-based Citigroup (C, Fortune 500) has the most exposure to default risk at Dubai World, which a J.P. Morgan (JPM, Fortune 500) equity research note estimated at $1.9 billion. Citigroup declined to comment.
While other major banks in the United States are believed to have little direct exposure, the ripple effect could be more crippling.

J.P. Morgan declined to comment, while Goldman Sachs (GS, Fortune 500) and Bank of America (BAC, Fortune 500) were unavailable for immediate comment. Morgan Stanley (MS, Fortune 500) said a Dubai World default "would have no material impact on its earnings."
It is said the underlying problem is that there is a lot of uncertainty floating around. For example, there's little information available about counterparty derivatives, guarantees that transfer default risk from lenders to other financial institutions. And it's unknown how much of Dubai World's debt guarantee is held by U.S. banks.
And while UK banks, such as Standard Chartered, HSBC (HBC), Royal Bank of Scotland (RBS) and Barclays (BCS) are much more exposed to Dubai World, with a total of more than $30 billion in default risk according to J.P. Morgan's note, U.S. banks have extensive dealings with UK institutions. Those include trading and guaranteeing debt, which could translate into losses for U.S. banks.
There's also U.S. banks' interactions with their German counterparts. Dubai has loaned a lot of money to Eastern European nations, as has Germany. Any losses from defaults there could expose U.S. banks to some risk.
Finally, there's the impact of already reeling commercial real estate markets worldwide.
"Dubai may have to unload some very prestigious properties at distressed prices, and this will drive the price of all commercial real estate lower," "That would clearly be a problem for American banks."
The problems at Dubai World could add weight to the growing sentiment that is already strong in the U.S. Congress about beefing up regulation.

Rattling bank stocks
Bank stocks are particularly vulnerable to a market turndown triggered by the Dubai crisis.
"We had been looking for something to trigger a correction," "This could be that catalyst."
It would add to a market already made volatile, especially with the approach of the end of the tax season for mutual funds, which has put a lot of money in motion. The impact could fall heaviest on the financial sector.
The risk of default will put a damper on all commercial credit markets. Institutions may have to set aside more reserve funds to cover default risk, leaving less cash to lend out, and, in general, take a more cautious underwriting approach.
If lending does decrease, that could cut into bank profits.

Gold Business.

CHINA WANTS TO DELINK ITS FOREIGN RESERVES FROM DOLLAR.

China's holding of US assets is currently at 64%. It has
gradually declined from 84% as it existed in the year 2003. China has negotiated to invest $ 140
billion in IMF SDR (Special Drawing Rights) bonds.

China plowed its currency reserves into gold-stock. It has increased its gold
holding to 1054 tonne this year, through domestic purchases and refining scrap gold.
It wants to hold 10% gold stock as collateral to its floating currency. It is a fact that china is consolidating itself. China issued its own currency bonds in place of US $, indicates its
stand with regard to US $.

India purchased 200 tons of IMF gold.
India has presently 400 tonne, 3.6% of gold reserves with Reserve Bank.
Now it is 600 tons or 5.4 % of its gold reserves as against mandatory gold reserve of 10%. Reserve Bank would require to stock 460 tonne of bullion gold to reach 10% level. Purchase of old jewellery and scrap gold is thriving in India by private parties, and exported to Dubai. Therefore RBI needs to open counters in Banks, Post Office, to buy used gold from public. There is stock of 15000 tons of gold in India in hands of private parties, individuals and institutions. Around 500 tons of gold scrap entered the global market in the recent past. It finds its way to Dubai. Dubai purchases scrap gold, refines it and converts it into gold coins which sell like hot cakes through out the world.
It is high time now for India to avail of this scheme.

The new outlook of the Customs Wing.


Customs-all over the World, is considered unique, due to its position, the role it plays at the
borders, and ports of entry, and the authority to inspect exports and imports, and charge
appropriate duties. Although the traditional role of the Customs administration is revenue-collection,
customs operations are rapidly evolving to include trade-facility, combating commercial fraud,shady
deals, international links of crime etc. Invariably the shady deals lead to fraud which is often linked
to organized crime practiced in a variety of ways to include revenue and fiscal evasion, through false
declaration, misuse of exemptions and even money laundering.

Some do not like to pay readily and willingly. Some are out to cheat by smuggling, under-invoicing,
over-invoicing as the case be. Domestic and international trade over the years has significantly
increased the volume of export and import of goods of our country. This has led to increased
opportunities to increase revenue to the exchequer. It has increased responsibilities of Customs.
These additional responsibilities on the Customs wing has increased their volume of
duties, alertness, ,compilation of information and over and above a very vigilant eye at all times.
This is especially true in the country's present circumstances when it is passing through an acid
test of its economic-progress. It is now a challenge for the Customs wing to save every rupee and
strengthen the hands of the Government in light of the fact that India is a candidate for Super-
Power in the next coming years.

In our Country, and indeed, in many other countries also, the mere mention of the word Customs
and Customs operations evokes images of corruption, graft, greed, bureaucracy, to the extent
that, even commercial fraud is attributed erroneously to Customs officials in the minds of
general public. There are certain notorious elements in the business circle who are the prime
perpetrators of commercial fraud. There are some traders, travelers even in some isolated cases
offences were perpetrated with the connivance of port-authority police or the customs officials.
We have to attempt to improve our image at large in the eyes of the public and change the world
opinion about us. All know that maintaining free and fast flow of goods and traffic and at
the same time observe to apply controls checks and counter-checks for safeguard of revenue and
security is not an easy task. Happily we have been moving towards a developed framework of a
standard to secure and facilitate global trade from the country-of-origin to the country-of-
consignment. These standards do promote customs-to customs networking, and customs
to business partnership. It includes use of pre-arrival information, application of risk management
automated systems and the establishment of effective consultative relationship with customs
trading counterparts and other stake-holders and providing a dispute settlement system in
customs related matters especially valuation and capacity building. It will provide the Customs
sleuths to deliberate and develop new strategies and instruments to provide support with new
instruments. The new crop of Customs Officers have endeared themselves to the public by their
efficiency friendliness and firmness with which they have performed their duties at International
Airports. Foreigners who came into contact with them have recognized this. The approach is now
shifting from exclusive movement control to more audit-based controls.

India is a continent with one billion of its population. It is a peninsula. Our land borders touch many
neighborly countries. We have a very large sea-coast. India is susceptible to anything and
everything, and any type of mischief at the hands of unscrupulous elements is possible.
We have to guard our borders which runs into thousands of miles. Punctuality, devotion and the
spirit for a kill (not that we have to actually kill anyone in the course of duty); that do-or die spirit,
are pre-requisites of a dedicated sleuth of customs. It is learnt reliably that chaos happens at the
the end of a shift-duty. The out-going staff is in a hurry to leave; the incoming leisurely lot is not
mentally ready to take over. It is said a wise cop always reports five minutes early than his
scheduled duty time. Similarly he leaves five minutes late after end of his duty shift. Everything
can happen in that small period which can make your life, or ruin your life. The under-world has
deeply studied the methods and practices and they have a list of your minutest details of your likes,
your weakness etc. The officers have to be watchful in the areas which include vigilant eye
against drug-trafficking counterfeiting, piracy, money-laundering and terrorism.

Rising Gas Prices.

CRUDE OIL PRICES-and its impact on our country.

Mind you, this is no idle threat. World reports indicate that the price of a one barrel of crude oil will
remain One-Hundred US $. Gasoline is sold in USA To-day at 3$ a gallon, -ordinery quality, and premium gasoline costs 3.5 $ a gallon for sophisticated cars. This means, within 2 years we will be paying double the rates of petroleum products. This is an almost certainty. We are heading towards that. Nothing can stop it. It is all planned.

We will have to pay the price of one litre of petrol at Rs.100 a litre by the end of the year 2009.The trouble in the duty structure for customs duty, excise duty, state sales tax, and octoi tax, they are all having advalorem rates of duty at which customs-excise-state sales tax and the octroi duty are levied. Even the refinery charges, its commission is at l0% advalorem. The petrol dealers charge petrol commission at 5% adv. The Government will have to revert back to specific rates of duty say, Rs.1000/- per Metric Ton as import duty. One barrel of crude-oil contains 220 gallons of crude-oil which when converted into liters would be approximately 650 liters that is Rs. 650/- for a barrel of crude oil. It will also bear a charge of Rs.50 a ton under the National Calamity fund. i.e. Rs.32.50 per one barrel of crude oil of 650 liters.

At present there is an import duty of 5% adv. plus an additional duty of Rs.2. per metric Ton. on Motor spirit and HS diesel. This will have to be converted into a outright specific rate of duty.

Now let us go to the structure of Central Excise duty that is being charged on the finished goods. i.e. after the imported crude oil is refined in the refinery and final products, petrol, motor spirit, high speed diesel, etc. that are produced as per requirements. Under the 2005 budget, central excise duty on petrol is reduced from 23% adv to 8%adv. plus a specific rate of duty of Rs.5/-per liter is introduced in the 2005 budget. The existing duty on diesel at 8%adv is restructured at 8%adv plus a specific rate of duty of Rs.1.25 per liter. An attempt has been made to introduce specific rate of duty plus adv rate of duty in prices of crude oil and finished products. Gradually Government shall have to revert to specific rates of duty so that the cascading effect could be avoided. Even then The Government will have a sizable steady income from petroleum products.

World countries have already realised that days of running cars with petrol are going to be over within the next couple of years. Iceland has completely accepted hydrogen operated cars in Iceland. Battery operated cars are also used. All world countries have made their arrangements in the event such a calamity of non-availability of petrol would arise. Toyota car has put in market its new model with battery operated machinery in the car plus it can revert to petrol-use in the event the battery got run-down after about 300 miles on way. The driver can start then regular petrol supply and can reach the battery charging station for a replacement. There will be plenty and easily available many battery supply centers located on highways like existing gas-stations, or say near around the gas stations.

We have made gas-cylinders as an alternate for petrol cars. There is a dual system so arranged in the car that when the gas in the cylinder get used-up, and the car sputters for short supply of fuel, the driver can conveniently switch over to the petrol supply. This contrivance is in preliminary stage and it is reported that much innovation is required to be done in this direction. Necessity is the Mother of Invention. South America has increased ethenol percentages to bring down percentage consumption of petrol. Every country is engaged in doing something. Let us hope a way is found out. Earlier the better.

Piano and Computer Dialogue.

Following is recent dialogue between Man and Machine.
The COMPUTER:- A Piano is an apparatus, It is a machine. It produces various sounds.
THE MAESTRO:- Oh! What a pity! What a tragedy! A Piano is an instrument that produces sounds of gradual pitch depth and tone. The Piano-players were world-known celebrities. There are quality pianos used by celebrities. The world knew they never played except before a vast audience. They received astronomical sums for such concerts in advance. The pianos were concert-size grand and majestic. Some are known as PLEYEL, RIPPEN, BENTLEY, GAVEAU, SCHIMMEL, ERARD, SCHINDLER, BECHSTEIN. The best is the BECHSTEIN.
It can be played singly or by a group. It is an art. The computer does not know art. Art moves men.
THE COMPUTER:- A Piano is a set of wires of different thickness struck by felt covered hammers working by manually operated levers arranged horizontally.
THE MAESTRO:- It is a cold-blooded description of men's nobler works. The Computer makes world celebrities in the field of playing the Piano, mere laboratory technicians.
The Maestro, his fingers gliding and weaving the ivory bars, drew back from the keys and thread of melody melted into silence. The hands fluttered over the keys. At its sound, it looked as if everything else had stopped as the strains of the great Waltz in G-flat Major rose and blended in the faint murmur of the hall.
THE MAESTRO to COMPUTER:- How was that? It is called music. It rings like merry bells in our ears.
THE COMPUTER:- The sounds were well-formed. They did not jar the auditory senses.
THE MAESTRO :- These sheets of paper indicate a sound to be made. The maestro fed in the computer the co-relation between the dots in the papers and the levers of the panel into the memory bank. It was as if he installed the Muse into metal and machinery.
He started with Beethoven as a test case. He installed all the fundamentals of musical notations in the computer memory book, the compact dish.
The Maestro retired for the night. The maestro fell asleep with a smile on his face. In between sense and sleep, his ears listened to the tunes. Someone was at the piano. It had the touch of a professional.
The computer had already begun to create sounds with the keyboard. A torrent of sound rippled from the keys spreading in the room reaching to his ears.
It was something the Maestro knew, had played himself over and over and again and again. His lips framed a silent 'O' as the sound rose and fell, half gay, half sad,a timeless melody- the Debussy- the immortal Arabesque. The music ebbed and flowed, changed mood and entered more solemn phases then, again a merry ripple, higher, ever higher; but at last with a descending scale, dissolving, vanishing disappearing slowly slowly slowly, far far away in the distant past.
In his half sleep he felt the music had resumed. This time a Chopin prelude, mournful and quite passionate. Chopin indeed waltzes in any key. It was saying the thousand things that it wanted to say but it can not say verbally. Within a few hours the music rack was empty. There was a pile of sheet-music on the Piano, which was empty and used. The copy of Beethoven's Appassionato lay closed on the disc.
In the morning, the Maestro was shocked to see the speed and strength. He decided to call all conductors, concert-pianists, composers, managers- in short all the musical giants. There appeared an alert on the computer-screen.
"The computer has the option to reject any action which it considers harmful to the general public at large."
THE COMPUTER:- "These nobler art is not for a machine." -the computer inscribed.
The computer can translate notes into sounds in a jiffy. But. Music is not for computer, to transform the sheets of musical papers into musical sound. It is for man. It is easy for the computer. It was not meant to be easy. It is meant to be tough and impossible for all.
The computer rejected the data. Music is an art. All arts are meant to be testing, hard, and laborious. There is no end. It is immortal.
The computer refused to interfere in areas in competition with arts like music dancing painting etc.

Recently, China signed a deal with Russia to invest 1.5 billion US $ in construction, timber, agriculture and other industries in Russia. In all, eight projects were signed by China Investment Forum. It envisages Chinese companies investing 1.3 billion US $ into building a housing complex in St. Petersburg. The Russian and the Chinese delegation also laid the corner-stone for the Baltic Pearl Complex which will house 35000 families in the first phase of the project. Russia is a quite rich nation now. For the last few years, prices of crude-oil have sky-rocketed beyond imagination.
With the prices of Crude-oil 52 $ a barrel, Russia has en-cashed on this price-hike. It came out of economic collapse it faced a few years ago. Russia is the second largest crude-oil producer in the world after Saudi Arabia. Now Russia is a spending-master, eager to make projects for the benefit of its people.
Everybody thinks about China, either from a risk perspective, or from an opportunity perspective. Many countries have established a foothold in China, or are in the process of entering the Chinese market. There is considerable risk factor involved. If its economy were to stall its way into hard-landing, the big hit to other countries would come indirectly by a decline in global commodity prices. In fact Chinese merchants risk trade retaliation unless the Yuan currency is un-pegged from the US $. It is a fact that the Yuan is greatly undervalued and it has given the Chinese exporters an unfair advantage in world-trade. There is continuous pressure from the western countries on China to re-value its currency vis-a-vis the US $. China's stock-phrase reply is " We will see."
Western countries believe that emergence of China as a Super-power is a threat to the world-peace.
They also feel that regardless, China will surely soon dominate the world. Its rising military strength is also a problem. It is spelled out at length in the latest issue of Atlantic Magazine.
" When power relationships are correctly calibrated, wars tend to be avoided.
Only a similarly pragmatic approach will help to accept China's re-emergence as a Great
Power. "
China joined WTO in 2001. It had promised to allow member states to restrict imports of Textiles
and wearing dress,etc of Chinese goods if such imports threatened to disrupt their markets. China conveniently disregarded all his commitments and reports indicate that it has dumped
hundredfold shipments of T-shirts, cheap hosiery articles and flax yarn in the western countries.
In the area of Footwear also, China has dumped in a triple-digit leap shipments of footwear
into western countries. Average price for a pair of cheap leather shoes from China is 3 US $. The Europe countries and the USA say that they can not buy even, the raw materials for one pair of shoes at that price. Forced labour has helped China to accelerate its production output in each and every field to an unimaginable extent. USA and the European Union have been negotiating with China to up-value its Yuan currency and stop unfair trade practices otherwise they would be constrained to slap sanctions and/or impose import duty on Chinese goods. Chinese reply is as usual a stock-phrase. "We will see." No action thereafter whatsoever.

In light of what is stated above, it will be in the fitness of things, to be very guarded in dealing with that country especially when we have tripled our trade with that country within the last few years.
Our country is committed to eradicate poverty and gain economic development at a faster speed.
It will be necessary to assess every proposal made by that country very critically with pros and cons in all sides before finalising any deal with that country. A.M.D.G.

STRUCTURAL APPOINTMENTS IN GOVERNMENT SERVICE.

The country suffers from dearth of structural appointments in the services sector.
Structural Unemployment is on a rise. The unemployment has resulted when personnel were recruited by UPSC, state PSC SSB and other recruiting agencies, norms of qualification and experience for that particular field were not observed.
Candidates for higher posts were selected by recommendation and not on merits. Candidates who did not possess skill necessary, mandatory for a particular field were
selected on the basis of recommendation from higher-ups, on selected posts.

Failure to impose selective control which meant to affect our industries and economic sectors without covering entire economy were not observed and enforced.

In Banking, transportation medical life insurance, government services, the fulcrum of power is captured in the hands of the staff. The management has lost the grip. Jail-birds are seen holding power and ruling over straight forward and honest service class personnel. In UP as per the reports, clerical clerks hold property worth billions.

The Modest Fellow.

THE MODEST.

In the Library hall there were a few students, boys and girls, busy doing something. He happened to be there. He had just walked across the floor as his long legs let him glide towards a corner place. He stood before the rack of books, began selecting. In the meantime, the library door once again opened.

She, had just entered. The atmosphere got charged with thrill and excitement. On her entry, she was endowed with, adjectives such as statuesque, graceful, yummy, in low murmur from the male lot. His eyes were not the only eyes that followed her every step in the hall. But he was the one who took it real hard. She had just walked by looking all good. He knew she was going to stay on his mind for a while for good. Over a year ago he was present with his teammate for tsunami victim donation-collection. He happened to spot her at that time.

As she pulled the chair, her glimpse took over a place in a corner of his mind. Here was a pretty girl with a pretty smile that melted his heart and body to an un-describable extent. After that the donation collection event, he had made a few attempt to make contact but of no avail. She came to the library reading room, to copy notes on an important subject. Her exams were fast approaching. She was busy for the last few months. She sank in the chair in a corner. She made herself easy, relaxed like at home. She kicked off her sandals in an attempt to really free herself.

He: " Hi” “Good Morning!” Someone muttered to her the greeting. It was a man’s voice.
She: “Hi,” she said off-handed, almost casually.(She returned the greeting by a nod of the head. She did not look up. It was a casual response.)

He : “Tired?” Now it was a question openly addressed to her.Now she looked up. She raised her eyes.
He was standing near her. He had books in his hand. He appeared good-looking. He had a face that looked hard rather than handsome. He was quite tall with impressive feature. His hair was unruly. There was an atmosphere of youthfulness about him. He may not be called young. Romance keeps the girls young. She liked him. It is with our passions as it is with fire and water. They are good servants but bad masters. She thought. She: (to herself) May be he may be in late thirties, perhaps. She guessed. She made an estimate.

She: “Yes!” She muttered. She made her head nod. The ball now was in his court.
He : “I wonder why women wear high heel sandals.” He continued the dialogue. She was not inclined to reply. However she muttered. She wanted to cut short the matter.
She: “Fashion.” She made a one-word reply.
He : “Sandals and clothes make the woman?” he retorted. Now she was exasperated at his impertinence. She replied out of courtesy.
She: “No”.
She: “They make an impression about the woman.” She wanted to end the talk. She wanted to terminate the conversation and resume her writing. She adjusted her notebook in front of her and began writing.
He: “I do not think so.” He continued. He was interested to prolong the conversation.
He: “It is the woman that matters. Not her trapping.” He further added.
She: “I must go back to work.” “Excuse me.” She cut off the conversation.
It appeared she was indifferent to his charm, male domination. She kept eyes on her pen, glad to do something. The physical attraction was inexplicable, despite the luster and charm. She (to herself): He has luster on the face, he seems undeniably a very sensual man. She thought. He crossed over the table, made him comfortable in a chair just opposite her. He opened one of his books, began reading. From time to time both happened to size up each other. She realized how much she was enjoying this cat and mouse scenery. She liked his informal clothes, a white T-shirt cotton trousers and sandals.
He was tall elegant with mild and awkward manners. His world seemed to be filled with his books. His eyes many times widened and flashed with a smile. He had a pencil In his hand, which he used to fondle with, make abstract designs or write some words for future reference. Both looked like two sides of a coin.

She: (to herself): “when he went out on a formal evening he must be dressed well.”
A man is as old as he feels,
and a woman is as old as she looks. A lady's imagination is very rapid. It jumps from admiration to love. From love to matrimony in a moment.
Both stole glances at each other occasionally. Both pretended they were busy with their books. She dreamed of being his mistress at least for one night. She wished to know more about him. She felt to herself. She was curious about him. She felt it to do so in light of his interest in her. He seemed a nice fellow.
She sensed such a feeling by the way he was surreptitiously glancing at her. She knew what it meant to have an affair with him. She did not want an affair. In time she would over power him. She thought to herself.
She would gain power. Power she wanted. Power is a pretty toy. She thought.
She: (to herself): “Oh! Yes.” She said again to herself. She: “I crave for power.” She said to herself.
Power coupled with ability would change the things. She thought. Success demands strange sacrifices from those who worship her.
He: (to himself): I was striving to find a girl of my liking and choice. This one seems good.
The women that men marry and why they marry them will always remain a marvel and mystery to the world.
He: “She would fly on her own wings; she was that kind of a person.” He thought.
He: “ Where both deliberate, love is slight,“ Whoever loved that loved not at first sight?”
He: “She appears to be a pampered spoilt child of her parents.” He thought. The flower that smiles today, withers tomorrow. As unto the Bow, the Chord is,
So unto the Man is the Woman;
Though She bends Him, She obeys Him,
Though She draws Him, yet She follows,
Useless Each, without Each Other.
She: “He appears a rough diamond, needs polish.” She evaluated him.
She: “Rough, he looks, but calm and strong,”“Like one, who does not suffers wrong.”
She examined him from matrimony point of view.
She: “The hand that rocks the cradle rules the world.” She promised herself. She: “Caesar had his Brutus,Charles I had Cromwell,George III had Treason, if this be treason, make the most of it." "Man has his will, woman her way.” She: “Once he comes in my clutches, he will not know what hit him.” She was sure.
He: “Keep her in her place.” Some man had said. He remembered.
It is with our passions as it is with fire and water. they are good servants but bad masters.

He: “She will be kept under a tight rein lest she might fall the rider.” Man is the hunter, woman is the aim in the game.
In her first passion, woman loves the lover.
In all others, all she loves is love herself. Miss, heed, the tale I relate,This lesson seems to carry,Choose not alone a proper mate,But proper time to marry. She: “I may agree to go for a dinner.” She thought in her mind.She: “Nothing further.” She hastily added to her thought.
All sort of ideas hovered in their mind. Both were involved in their view. She wanted to be somebody. She wanted to come out of status of nobody. She wanted to be an owner of a newspaper. She liked to open a bank. She wanted to head the stock exchange. She may even accept a high-ranking job if available. That is where power lay. Power is a good weapon.
The fundamental fault of the female character is that it has no sense of justice in her selection of her lover.
Comman sense in every field is the master workman.
No matter how fair the sun shines, still Nature has said
that it must set. Like that love also fades after some time. After about more than an hour or so she felt like winding up. She put on her sandals, a prelude to leaving the room. She collected her books and got ready as if to rise and go. He felt so. He glanced at her meaningfully. It appeared, his face fell at her gesture of departure. She was without male company. Two are better than one.She had abandoned the idea of involving herself with anyone long back. Today she liked to be involved herself with someone. She wanted to be involved with a man whom she would like to marry. The kind of a man she wished, must be rich. She opined. He must be social. He must be manly and not the average type. He must not look at other girls. All fellows were flirts. He would change. To give it a try she may have a dinner or an outing with him. She thought. He would be under tight scrutiny. There are three arts in which the man must be familiar, reading writing and arithmetic. Reading makes a man well versed, writing an exact and etiquette a gentleman.
He must be good at love making and cooking. She thought. He must know how to hold her. She thought. He should give up his business for her. A businessman has a girl in every city. There is the best way of doing everything; it be to slice a potato or an onion; approach and manners are the happy ways of doing everything.
At least he should take the initiative. He should come forward to ask her to go with him. What for was he waiting? He must take the lead! What for was he waiting!
She liked his eyes. She liked his nose. She liked everything.He too made a gesture of winding up his work. He did not disappoint. He gave her a full smile. The smile was heart stopping. More heart stopping was the way the smile broadened when their eyes met.She grinned back. She could not have stopped grinning back if she had tried. He did ask her for the canteen. He had taken the initiative. He asked her for a cup of tea with him. Now the ball was in her court. She said she was as it is due for a cup of tea, he was welcome. She invited. While making way from the room to the canteen, her heart danced with an unknown pleasure. She realized how much she enjoyed midway through sandwiches and a cup of tea. She was glad she was informal in her clothes in simple dress. She felt herself comfortable in her simple clothes, a white blouse and black full length skirts. The tea was perfect. So were the sandwiches. It was the atmosphere of the canteen that she found was changed, electrified. Some boys in the distant table were engaged in earnest argument about the war. Some talked about financial crisis and job-hunt.Some had come to relax and laugh over their private jokes. There were a few talking on hand phones. The rest listened to music. Some were singing along. Both sat across each other enjoying the music.There were too many rejections and failures before. Both felt now they were in the right company. Both felt contented and happy. This was the last chance. Both had to decide now. The very fact that he had come to the reading room seeking her was suggestive of the fact that he was serious about her. She felt she was not fit to judge him. She had neglected him earlier in the library as routine. At the moment he had talked to her, she had felt engrossed in him. The way things were going was not disappointing. Things had not lived up to her liking in the beginning. It did not matter now. There would be time enough to measure each other. This was not the end. This was the beginning. Their future was bright. It was held in suspense. Both were absorbed in small talk. He said he lived in the campus. He was a rector in boys’ hostel. She looked at him carefully, with interest. She began describing him in her mind. She never imagined him living in the university campus. She had imagined him to be a mature businessman. She found his face familiar. She might have seen him on the campus. He was single. He was a bachelor. But.
She hesitated. ”Judge not anyone at first-sight.”
That one can not say. He had said that he was not married; unmarried? right. He was unmarried. Unmarried is the proper word. He was a bachelor. That he could only say. She had dreamed of him as a settled man with a family and living in some social circle. Throughout the conversation he was appraising her. He was sizing her all the while. She was tall. She was lively. She was different. He could not lay his finger on it. Measuring her against his height of five ten she must be five, five. Physically her strongest plus point was her remarkable figure broad shoulders, slim waist shapely hips and slim shapely legs. Her ankles were trim and lovely to look at. Her hair was arranged with curls brushed forward onto her cheeks and her face with dark direct big eyes with an oval shape. She had a straight nose. The generous mouth gave her an appearance of girlish buoyancy and charm which made her attractive at first sight. She was bubbling with vitality. He had not examined a female so closely in years.In little time they were together, both had progressed well in estimating personal history and vital facts about each other. Smell of potatoes being fried was coming from the canteen kitchen. He suggested if she would spend some more time with him. He would take her on a sight seeing ride. If she had nothing else to do and she liked to get off her feet he would take her to the film city where all sort of action lay. He proposed. Now he was in charge of the situation and she was her follower. Both had dangled the bait, it was a question of time who swallowed whose bait. He pampered her in between their small talk, by all side remarks to the effect that he was aware of her spotless reputation all around the college; she was considered a topper in the eyes of the staff and students of the college. She was happy. He and his brother the prince were her admirers.
She gave him a full smile.
She: “Put the saddle on the right horse.”
She knew.She liked it. Optimism restored her confidence and now she opened up a bit taking interest in what he was expressing. She listened to him with deep interest.She assumed that the first meeting was more than promising. She liked the way things were going. Her future and success seemed at hand.For the first time in years she felt her dreams realized. In a warm glow, thinking of this entire episode, she felt herself nearer to her goal. Only in this country people closed their eyes to evaluate her talent and intelligence.Here recommendation from higher ups weighed more than talent and intelligence. Recruitment was made on recommendation rather than on merit.The politicians had polluted entire structure of human dignity values and norms of society. To them votes were more important than a clean administration.They had succumbed to the lowest possible level of corruption, crime and jugglery. All this experience had made her stubborn, calculated and guarded.She had realized that maintaining relation and friendship was not a one way street. She remembered innumerable occasion of offers of friendship and company at the hands of politicians and college trustees. All had attempted to persuade her to follow their footstep with blind obedience. She had chosen to remain independent. She did not want any ties. She did not want to be caged. She had kept her independence intact. She had paid a heavy price for her independence. Sometimes she felt bitter and her anger and bitterness were aimed at them. In the heart of her hidden self she had a hope. God must have made a man who held the key to her future.Today she felt that she had realized her Man in him.She felt she did not handle him right earlier in the day. She was lucky she had kept the end of contact live. Now he mattered most to her. In her depressed mood she did happen to have memory of association with some of them. She recollected some happy moment passed in their company. But none was a real man for her.Now she longed to capture one good man for life. She found him over aged but suitable. It was true he had been the first love and lover. He may offer him totally without any reservation. She thought. Both had known about each other for the past few hours. She felt when she had enough of him she would conveniently put him aside. In her calculated step she had remained unaware of his strength, hold over her. It may leave many wounds. The wounds may not be healed.She again thought.Passing of time would surely alter their social position, high standard of living and a successful career.She compromised. She consoled herself. They were successful and well placed celebrities in the eyes of the society. She was building all sorts of castle in her mind about him. Now that she felt need, she was looking for a man. If he came to know, then he would show no pity towards her. She agreed. In one corner of her mind she had not forgotten the magnetism of his presence and his dominating style of talking and handling. She recollected this aspect about him.If he got mad, there would be no exchange of correspondence with each other for quite a long time. No letter, no message could reach him. She thought. As time would pass she would get herself hardened and tough. She consoled herself. There was another approach. She planned to approach by appeal to his emotion and sentiment. From his talk he seemed a middle class type. He had grown up in limited means and his life was a continuous struggle. She surmised.Both had appreciated the fact that security and money were the pillars of a happy life in future. She continued in her thought. Where there is money, there is peace and happiness. For love or for money he may turn to her. She had to lure him. In the first instance brief friendship was to be established. She planned. Gradually it should turn into company and so on and so forth. She agreed. If he backed away, it was clear in her mind that she would have to devise other means to keep him interested in her.She had put in the machinery in gear soon. She felt that she did not possess the stature and courage to behave forward with him; she could play the role of encouraging partner in his advancement. She liked to accept him as his man in the eyes of the society. She had to reconstruct the entire way of approach. She needed friend who would help them in bringing them together. She did not want to be used. She wanted to use him. She wanted a devoted subject.
With the passing of time, she had felt lonely for male companionship, for male warmth. Her mind longed to belong to someone. She may be anything but beautiful. This was her asset. She was a class beauty. She was a chic in her simple dress. Her long legs were anything but a pleasant sight. His devotion to her should be absolute. There is no sharing with other woman; never. She passed him to take seat in the cab. She put her books in the purse on her side. He seated himself besides her. After they sat down she coolly faced him, her eyes dancing with joy, she said.She: Why can’t we go to the Statue of Liberty? He stopped to think. He moved is hand on his chin as if in two minds. Then he directed the cabdriver to take them to the Statue of Liberty. The Gateway is an important tourist spot in New York.
Within a few minutes they were heading towards the sea phase drive way. Her gaze was fixed on the oncoming traffic. It appeared she was absorbed in her thought. At last the cab stopped near the destination. He alighted first. He extended his hand to help her to come out of the door. Awkwardly she caught hold of his hand and came out of the narrow passage. Amusingly he took the long tapering fingers lightly saying,

He explained to her about the details how it was made in pieces in Europe and shipped to New York. It was a gift from France. It was assembled at site, and placed at the present spot in one piece. AG Eiffel who designed the Eiffel tower, designed the iron ply on 350 of its pieces. The pedestal construction was over and it was inaugurated by President Grover Cleveland in 1886. The seven rays of the crown of the statue represented the seven seas and continents.“We will not forget that Lady Liberty has made her home here.” “Its chosen altar will not be neglected.” He told her what he could of each as colorfully as possible. He had described Statue, and its origin to the best of information he had.The long and wide ocean was a feast for the eyes. At last, they boarded the boat, waiting to take them to the spot. New York had a million people visiting daily morning from far off and nearby places and leaving in the evening plus ten millions living there. Of the great cities on earth, New York alone looked as it had looked two decades ago.At last she hoped, they would come to ask about themselves. She felt embarrassed by his long speech and his enthusiasm, both things uncharacteristic of him. Then he said he had been holed in the hostel room for months and this was after about a year that he happened to visit the place, and that too because she was with him.He: “You are quite young. You have too much to do and see.” He pampered her.She: “When we met you posed as if you were a middle aged old.” She recollected.She: “You are not that old.” She assured him.She: “And forgive me. I am not a child. I am twenty-one.” She added further.He held his tongue.She went on. She continued to empty her feelings for him.She: “I have had occasion to go out with boys in their twenties.”She: “I find them tiresome.” “They are bores.” “They are a pain in the neck.”She: “I have never had as good time with any of them as I have been having with you.”He smiled. He acknowledged. She felt she was well rewarded by him. He liked it.He: “It is not me, miss; it is the statue and the Atlantic.” He added.She: “Oh! You are such a bore! Her eyes danced and she smiled as she spoke.She said it in a gesture of mock exasperation. He knew he was a bore. He agreed he was a real bore. She was right about it. He always was these days. He was absorbed in something. He was losing interest in life. Today he was feeling better in almost years as long as he could remember. Both were seated on the side spot of the gateway. Her legs more appropriately were hanging over on the side facing the water. She was staring down into the water absentmindedly. She had relaxed; her head gazed at the clouds in the sky, light sunrays falling over them. She crossed her long legs. She was at home happy with him.His eyes had gone from her lips down to her exposed knees and the slender legs. He felt that he could never find anything about her dull and boring. He felt excited by her presence. He got an insight in her thinking. He had lived with his past. He had nothing else in his life but the glorious past. He had lived, relived died buried for months and years, he had magnified his worries. They had crowded out everything else of life. He agreed. Other people had no need to dwell on his worries. They had their own life to live. Their lives were filled with new experiences. Take her for example. She could eat anything. She could sleep easily without remembered dreams. She got awakened in peace. As opposed to her he had no easy sleep.He was used to getting awakened with a start, a jolt every morning. She broke the silence. She: “Let us visit the Museum.”
She felt like going to some other place.
She: “That is what I would like much to remember.” They hurried to the nearby boat platform, came to the rear wharf and occupied the motorboat. She was anxious to see the museum for sightseeing. Both sat at the back of the low seat so as to enjoy the wind and the spray. She lay back in his arm nestled close to him. She pressed at times even closer when waves of passing boat made them bounce and roll. He was absorbed in his thoughts. The island was an abode of thinkers and not doers. Suddenly he realized that she had moved out of circle of his arm. She: “Here we are.” She stood up to be first to cross over the gangplank to the jetty. He rose. Both waited for the boat to be tied secure to the wharf.He helped her out of the boat. They took a cab for the Museum. In the approaching garden overlooking the place, she squeezed his hand. She: “I am glad we came.” She said as they approached the museum building.For about a full minute he stood still inhaling fresh air and staring at her enjoying the outcome of her beauty.He studied the ancient monastery walls. He narrated history of the place. He pulled her to a doorway. He kissed her for a few moments. Neither of them spoke. They stepped out of the doorway and moved towards the next lane of the statues. She liked it. She mixed with him more freely. They discussed the various arts depicted in the museum. He told the stories about each statue and painting. This fascinated her to a great extent. Both deeply studied the various mythological stone carvings of different dignitaries.They sat on a bench to absorb the beauty of the statues from a distance. It pricked him with a new sensation. He proceeded to tell her about their lives. She answered at random, Colour burned in her cheek. It was a pleasure to him to make the conversation. His veins and nerves attended to her. She was young and so palpitating !The talk went on, meaningless and random. She fluttered besides his steady pressure of warmth and care. He: “You must be dog-tired after all this exertion.” He: “How you feeling?” He asked when he saw her quiet and absorbed.She: “Oh! I enjoyed. Thank you.” She replied as if recovered from a reverie. She liked. She just smiled to herself.She blushed; her eyes fixed on his T-shirt and the outline of his powerful frame of the body. He took her arm and a wave of feeling for him rose in her.No one had ever asked her how she felt; no one had ever cared what she wanted. Both agreed to go to a hotel. Both deliberated for quite a while. Both discussed the pros and cons of going to a tea-stall. They talked all the time. He made his sentence in sheer almost muscular pleasure of being with her. He was looking at her all the time, perceiving her, appreciating her, finding her out, gratifying himself with her. He could see distinct attractions in her., her eyebrows, with a particular curve, gave him pleasure. He would see her bright eyes like shallow water, and what not. He: ‘Shall we go then?’ She rose in silence. He seemed to hold her in his will. Light rain drops were falling.He: “Let us have a walk. I don’t mind the rain. It is History. The price of gold bullion in the year 1980, had surged to US $ 873 an ounce. It was the record highest. The record is broken, and bullion has hit $1800 an ounce mark.

Some investors buy gold, to preserve their purchasing power. It is speculation. Reliable news agency reports that gold bullion may rise to its highest level in the near future. At the beginning of the 21st century gold price was around 250$ an ounce, and it appeared that it would still go high. The tendency of the investors is to buy Bullion as a safeguard against inflation. The public demand for purchase of jewellery is seen rising. The jewellers therefore have stocked up gold stock to meet with the rising demand. World gold prices may rise in the next coming months. It will boost its price as the hedge fund managers and other large speculators have increased their net long position by 5%.

"There is pressure to raise gold price to from all quarters including some last minute people jumping on the bandwagon" said New York Stock Exchange spokesperson. The world currencies are declining. The investors therefore purchase more gold as a hedge against declining prices of world currencies. Gold may still gain in future on speculation demand which may exceed the production from gold mining companies, all around the world.

Our country is in the danger of losing its position in the rank of gold producing countries. Our gold finds, depleted resources in mining gold within the country are due to lack of exploration. The last decade was a decade of lost exploration. Unless new discoveries are made, reserves for gold under mining would be depleted at the end of this decade. This will mean closure of smelters and refineries and the havoc it will reap on our economy. To reverse this sorry state of affairs and catch-up internal gold production, it is necessary to form a cabinet rank ministry for gold. We have vast highly prospective geology much of which is still largely unexplored. However the need for increased exploration is not the only challenge that has threatened the gold mining process. The aging population and shortage of skilled workers are also worries and a problem.

It is reported that world's largest hoarders of gold are a few parties from India. The princely states are foremost among them.

It is learnt from reliable sources that pressure to auction 500 tons of gold is mounting on the IMF. India purchased 200 tons of it. The UNO at the behest of Uncle Sam wants funds to help the third world nations for natural calamities. There is chance for fluctuations in the prices of gold. Economists hold different views on such an eventuality. Some believe that the gold prices would have no or at the most nominal effect. Japan Taiwan Korea Singapore Hong Kong Shanghai have achieved great heights in the matter of foreign trade, import-exports. We have to follow them.

The Commerce Ministry has to take a trip to the world of reality. Dreams cannot be sold forever. You have to come to reality. Public awareness is felt. Do not miss the bus. You have to fulfill the promises you made. There is little, or, so to say, no change whatsoever in the state of affairs of the country, before and during this year. All these years our Government blew bugles songs of their achievement. On the other hand China was busy all the time, in building, consolidating the country by providing modern infrastructure on priority basis. Our country is lacking in infrastructure in every field. We have no infrastructure as such. It is now too late to start all over again. Moreover it is a costly game. Wherefrom the money will come? For the past fifty-eight years nothing has been done. Everything, every construction is over-due for replacement. Bridges, roads run-ways have outlived their life period. All our money was wasted in fruitless schemes, plans and projects from which middlemen, party workers got their share and flourished at our expense. A sort of jungle of mal-practices prevails. Old habits die hard. The tendency to waste public money is not forgotten. Strict measures are over-due. Otherwise it will be too late. They have taken home public money.

Basic Needs of Army Jawan.

Recently there was a news item to the effect that Government ordered sophisticated rifles for its 13 lac army-men. Other supplies like winter outfit, army-man’s kit, many other sundry items have been proposed to be imported.
There is no infrastructure, roads, communication on border points.
India has fought three battles with Pakistan and one with China. But we have not learnt any lesson from it. It is shocking news that now after 62 years of independence, sophisticated rifles are ordered to be made available to the army jawans. What a shame, for the nation! HORRIBLE.

What for our ordinance factories are meant?
Why we have to import sophisticated rifles?

In 1985 for the first time Mr. Sheshan as Election Commissioner opened the eyes of the government regarding the role of the election commission.
The Comptroller and Auditor General, like election commission is under direct charge of the President of India. The CAG has to open the eyes of the government. The role of the CAG is not to find clerical mistakes and omissions. It was CAG’s responsibility to point out that 13 lac soldiers
with 303 rifles cannot function.
As per the austerity standard, the jawans have to be equipped with all modern amenities. available to soldiers of other nations. The jawans were not supplied uniform articles and weapons as per standard.

This fact was not reported by the CAG in their reports. Get them tanks. Get them rifles. Get them binoculars. Get them the necessary kit to function like a respected member of the armed forces.
The government is seen deploying the army BSF and other security agencies to protect the civilians from the menace of terrorist groups. If they have no proper kit with them they will not be effective. It is a crime against humanity to keep them under-supplied of items of their protection against enemy. The government is responsible for death of tens and thousands of our jawans and officers who have laid their life for want of essentials to protect themselves against the onslaught of the enemy.
The morale of the army jawans and army officers has to be extraordinarily good. Both in attack and defense, they have to fight with fanatical courage. They have to develop their own particular form of closed society, inspired by a sense of belonging. They have to create a rank, second to none in the world arena.

A sense of trust has to be created among them. All doors to offices, rooms, private property, in the barracks have to be left open and unlocked. There would be no thieving. The traditional officers have to come from the elite army families.
Special recruitment stations for benefit of interior and border area youth have to be established. The modern youth has not to be turned into a wooden headed barrack soldier. They have not to be thrown in the battle in unwieldy formations to be slaughtered like cattle by enemy
machine guns. He has to be a modern soldier of an athlete type, an individual who is fit to think and speak and should know how to look after himself and would not throw away his life purposelessly. He should be a supple adaptable type of soldier helpful to the unit and not a burden.

1.Information.
It is the acquisition, recording, organization, retrieval, display, and dissemination of information. In recent years, the term has often been applied to computer-based operations specifically.
In popular usage, the term information refers to facts and opinions provided and received during the course of daily life: one obtains information directly from other living beings, from mass media, from electronic data banks, and from all sorts of observable phenomena in the surrounding environment. A person using such facts and opinions generates more information, some of which is communicated to others during discourse, by instructions, in letters and documents, and through other media.
2.Knowledge.
Information organized according to some logical relationship is referred to as a body of knowledge, to be acquired by systematic exposure or study.
3.Wisdom.
Application of knowledge, skill, yields expertise, and additional analytical or experiential insights are said to constitute instances of wisdom.
Use of the term information is not restricted exclusively to its communication via natural language. Information is also registered and communicated through art and by facial expressions and gestures or by such other physical responses as shivering. Moreover, every living entity is endowed with information in the form of a genetic code. These information phenomena permeate the physical and mental world, and their variety is such that it has defied so far all attempts at a unified definition of information.
