To rein
the Corruption Dragon, the Lokapal office has to be strengthened with
additional measures.
The
Lokapal has to be created by a provision in the Constitution of the
country.
On lines of the Election Commission, the CAG, the Lokapal has to be
independent of the Executive and the Legislature. Today the country suffers from crisis of
governance.
The
country is suffering from an
extra-ordinary situation of helplessness and apathy towards creating a Lokapal
by most of the members of the Legislature Executive and all alike.
They do
not want to give up the spoils of loose administration. All provisions drafted by the babus are found
full of ifs and buts and loopholes.
It is
feared that they will never want to have effective measures to eradicate
corruption. Every rank
and file is interested to pass time in idle talks and discussion and form
committees to examine measures to eradicate corruption with nothing concrete
except passing time.
A strict
public opinion on lines of recent Anna Hazare Fasts should continue to keep
them under check and keep them on
tenterhooks. In absence of a strong
public protest everything will revert back to lull and pass on the buck
tendency of loose administration to pass time and keep on enjoying the fruits of loose administration.
Following
area comes to the forefront where corruption is rampant.
We need
immediate measures to plug them.
1. Election Reforms.
2. Election Expenditure. This is a major branch of corruption tactics.
3. Role of Political Parties.
Growth of Regional Parties has contributed to Corruption.
4. Decriminalisation in politics.
5. Curbing unaccountable use of money.
6. Polling Irregularities in Elections.
