PERFUMES.
THE DAY OF JUDGMENT.
THE ACCOUNTABILITY IN PUBLIC ADMINISTRATION.
<
THE ACCOUNTABILITY.”
1. “Fate of 400 million people of the Country can not be left in hands of incompetent Rulers.”
2. “Population of the Country will cross a billion mark by end of this century.”
3. “Fifty percent of the population of the Country will die out of hunger and drought without food and water in the next twenty years.”
=Sir Winston Churchill.
Cabs are yellow and Crows are black everywhere. Our Country has remained a safe haven for Smugglers, drug-traffickers and tax-dodgers swindlers money launders and so on. If caught, all you have to do is to flutter few hundred-rupee bills and you are off the hook. In name of incentive for export etc, Export Oriented Units have crossed the limit in committing mal-practice. As per trade reports, as openly talked in inner circles, a merchant exporter took away home net fifteen crores with connivance of the Officers by taking an EOU unit. To us a sum of fifteen crores seems large, in the eyes of Government a sum of 1500 crores loss of revenue from EOUs is peanuts. Other raw material is quality yarns on lines of Japan yarn. There are agencies supplying the same in required quantity. All get enough of quality yarns without any duty paid on it. More and more processing units to process textile fabrics are coming up. Folding house, non-power units-in short all of them have made their arrangements with the local staff and pay one tenth of the duty and have not to worry. On a gate pass ten trips are considered a normal way of doing business. Odd and very high rates of duty have forced the trade to make their own arrangements to survive. Ready Printed Bill Books with fictitious name address phone number etc. of merchants is available in bookshops. Every-thing is streamlined standardized and accepted as normal way of life. Government loses millions and billions by way of duty evasion. Only forty percent of the duty is realized. In all other excise items same practice is adopted. Political climate of the country is responsible to allow the trade to cut corners to such a great extent. In no other country of the world such a helpless and hopeless situation exists. Since Independence we have received Billions of Aid, Grant Subsidy and Loans and help from International Agencies. The income from Excise duty and Customs has come more than the fixed targets for the last 50 years. As Per Value rates of duty were introduced to earn more revenue. For 50 years, the Government has widened the excise duty and customs net by enhancing duty rates. Revenue income has skyrocketed. Duty on newer items was introduced in every budget. The result is nothing is left now. It is time for the Government to take such measures that people would take interest in the activities of the state rather than being idle spectators to the methods of the state. Taxes were reviewed every year. Taxes have to be reviewed once in Five years for sake of stability and uniformity.
Our Country would have been number one rich country in the world. We joined the wrong block. We did not adopt policy of free market and competition. We burnt bridges with group of progressive nations. Rich in natural resources, blessed with strong family ties, and hard working people, we were destined to be a recognized nation in the world arena. These hopes have been tarnished by political corruption, civil unrest and faulty Government policies. Our Country is a sleeping Giant. Many countries of the world want to let sleeping giant sleep. But now this is not so. The sleeping giant has been aroused. Le Voix de la Populi. It is the Court of Last Resort. Voice of the People is FINAL. The Government will have to answer. We were in sound slumber for the last fifty years. The Government will have to publish a list of all aid help grant subsidy loans received and an account thereof as to how much of it was spent where and how much of it had lapsed unused. We have been repaying loans and interest on loans by which others had benefited. By now we would have been one of the wealthiest countries in the world.
By now we would have been moving in our private Helicopters. The Choppers would have taken place of cars automobiles. Most of us would own his own chopper. Car automobiles enabled us to move anywhere at our sweet will. Choppers will now replace cars etc. Airplanes have replaced the railways. Air-journey has challenged existence of railways. Choppers need to be modernized in point of view of low price safety and quality.
STOP PRESS. Herein below is a very sensational piece of information. As always the TIME is the first to report to its Readers that an unprecedented type of Bank Crisis is in the offing. Our Country is passing through a very serious Bank-Crisis worse than any Country in the world has ever witnessed or experienced. Every nook and corner of the village town and the city was gifted with a co-operative bank in the country. Banks were nationalized with a stroke of Pen in l969. The Bank sour loans scam has threatened the economic and financial Stability of the country. Loans were distributed as if they were a donation or a gift, or a charity. It has turned sour. They are not recovered. Nationalized Banks, Other important banks and Co-operative Banks run into Scams of millions and billions. Banks have been struggling with bad loan problem. Nobody speaks. Nobody wants to say the figure. All know. All murmur but keep quiet. If the economy faltered it could get worse. It is reliably learnt that more than half the loans have not been recovered. They are classified as non-performing and lost. Big banks are struggling with bad loans; small co-operative banks throughout the length and breath of the country are struggling to hide their faces avoiding contact. Co-operative banks disbursed huge loans to non-existent parties with fictitious guarantors. This is an understatement. They have funneled huge sums of money into state enterprises because of political pressure and or personal ties to the borrowers. The Bank Managers wanted to protect their jobs and their face in the local community and went on carrying out the wishes of Board of Directors. The Directors do not want to take the blame. They toss the blame on the Managers. Government has to promulgate an Ordinance on lines of MISA and send all of them first of all in jail behind the Bars. The Government will have to recapitalise the system. It may help for a while. It can not stop the hemorrhaging from bad non- collectable loans and by the end of theYear average capital adequacy ratio may fall around five percent, that is below the Eight percent of the global standard. Accountability is a powerful weapon. Use it. The bureaucrats shudder with name of accountability. The period of slogans is over.

PUBLIC SERVICE- EMPLOY THE MERIT AND RIGHTFULLY SELECTED EMPLOYEES ONLY.
EMPLOY THE RIGHT EMPLOYEES.
STRUCTURAL APPOINTMENTS IN GOVERNMENT SERVICE.
IN THE NAME OF SPORTS QUOTA FAKE CERTIFICATES WERE ACCEPTED AND
UNDESERVING CANDIDATES HAVE BEEN APPOINTED.
UNDESERVING CANDIDATES HAVE BEEN APPOINTED.
The country suffers from dearth of structural appointments in the services sector.
Structural Unemployment is on a rise. The unemployment has resulted when personnel were recruited by UPSC, state PSC SSB and other recruiting agencies, norms of qualification and experience for that particular field were not observed.
Candidates for higher posts were selected by recommendation and not on merits. Candidates who did not possess skill necessary, mandatory for a particular field were
selected on the basis of recommendation from higher-ups, on selected posts.
Failure to impose selective control which meant to affect our industries and economic sectors without covering entire economy were not observed and enforced.
In Banking, transportation medical life insurance, government services, the fulcrum of power is captured in the hands of the staff. The management has lost the grip. Jail-birds are seen holding power and ruling over straight forward and honest service class personne

THE PAST GLORY OF INDIA.
THE GLORY THAT WAS INDIA.
William Hawkins captain of the ship-type Hector landed at Surat in August 1600.
He marched into the interior of the land of India.
They all heard the myth and marvel that had already inspired the imagination of the Elizabethan age navigators. They were prepared to find rubies as big as pigeon eggs, endless stands of pepper, ginger, indigo, cinnamon, and the trees whose leaves and branches were so enormous; the shade they cast would cover an entire family; magic potions and potent derived from the testicles of elephants to give man an eternal youth.
While ruling India, The British from the year 1601 onwards, got shiploads of essential commodity items like spices, gum, sugar raw silk, cotton, opium etc on the docks of their river Thames.
The said ships sailed back to Surat, with loads full of British manufacture. They expanded their area to Madras, Calcutta under the guise of their pet slogan
“Trade, no Territory.”, in the initial years of their arrival. Gradually they got involved into the affairs of the country.”
In the year 1757 after the Plassey war, gates opened for their march towards North India from Calcutta Eastern side, for the benefit of the merchants of London.
After 1857, the Queen declared herself as the Sole Ruler, and her authority to be exercised in the name of the Crown, by her representatives to govern the vast country of India.
The Crown created a band of 2000 young Officers of the ICS cadre, and 10000 British officers of the Army. These young men were the breed of impeccable family but less wealthy. They were good offspring of the churchmen of the villages, the talented second grade sons of England, deprived of a decent heritage life in England which was already over-crowded with the sons of VIPs, teachers, professors, and aristocrats who had already captured prestigious posts within the country.
India was therefore a vast system of relief for the second grade aristocrats of English families to engage them in an out door life to prove their worthiness and mettle. They met with challenge, adventure, in which the 25 year old youth of England found fulfillment of his dream, which the soil of England with its restricted resources was denied to them.
These youth arrived in the docks of Bombay barely at an age of 18 or 19 to rule, to govern the vast country.; to give vent to their whims and imagination, to set in an example of good governance.

CAN INDIAN REFORMS BE MADE TO MOVE FASTER?
CAN INDIA CHANGE TO A FAST TRACK FROM ITS SNAIL’S PACE?
It was God who formed all lands. They were Indian God. India is thus the homeland of God and let us call it the Land of Gods.
We have sold our country for fringe benefits. We do not know the price of freedom and liberty. We were always told that the Indian army was impregnable.
Some incidents came to light that a few army personnel sold or supplied information and the necessary weapons arms and ammunition –in short from weapon needs to ration and all other needs to survive at one of the world’s high altitude to the terror groups.
The report further adds a notorious terrorist saying that why they should get their requirements from outside when all things were available at hand easily at less price.
We can not believe an uncorroborated testimony of a terrorist casting aspersions on the army. Let us hope it is not true.
Indian population is disillusioned with Indian politics.
The common man expects the politician to change the face of the country.
They think he has a magic stick.
Is this possible within the framework of the Constitution?
Is it not time for someone to tell the people the truth?
We must accept we are a poor nation.
And we must learn to live accordingly.
The country is an old household, where the olds rule.
The young and the youth stand aside and watch.
They smoke, chew masala and crowd the roads roaming out of frustration, not knowing what to do.
They carry hate in their hearts.
It is an escape from reality.
There is crisis of identity.
It is time they made their way.
India is India. None will understand them.
Indians cannot forget their caste, custom tradition religion. They can forget their children.
They live in false modesty.
We should never pardon the criminals. The courts should not be lenient towards
national criminals. If you let go one criminal, or pardon one of them, you encourage commission of such type of things in thousands in which the poor public suffers the most.
Do not bother about faulty investigation and all that. If prima-facie it appears that there was a link, let him go behind the bars. It will be deterrent type of punishment which will discourage others to enter into such anti-national, activity.
The politicians are seen as a lot of money-launderers, manipulators, with mafia-connection, manipulators and possess muscle power. The country has turned out to be no man’s land. Any body and every body can take the law into hand and get away with it.
There are no political parties based on sound principles of governing the country. The present day lot steer the ship in the direction the wind blows. They are helpless spectators
in controlling the affairs of the country. Every Government is interested in passing their tenure of five years. No long time solution of problems is seen. Everything is patch-up business. Here you patch-up, there it inflates and bursts out.
There is dearth of patriots, statesmen politicos. They have not the interest of the nation at heart. India as usual is involved in in-fighting, pulling legs and blaming the opposition and all sorts of blame games to absolve themselves from responsibility. Ultimately it is the nation that suffers. The group politics has harmed the country to a limitless extent. One group is all set to destroy the other group and all sorts of dirty games are played to
achieve power.
China’s threat is not taken seriously. The problem of infiltration is not solved permanently. The crime of fake currency is not pursued with its seriousness of the crime. Today the fake currency has taken the toll of the economy of the country. No one bothers. Things are going on as usual.
FINANCIAL REFORMS.
ATTENTION: HONOURABLE FINANCE MINISTER.
FINANCIAL REFORMS.
NEW DEAL CHANGES.
It is an attempt to restore social security.
Form a group of experts, - a brain trust be formed.
This brain-trust to take measures expanding the area of public works and large scale construction of houses, air-ports, other infrastructure like construction of bridges and
Creating more employment opportunities.
Large scale assistance to needy farmers in the form of subsidy. Activity which would stimulate growth and reduce unemployment. Double, triple spending on public works.

Bring reforms in Banking, Stock-markets and share-trading..
Close all weak co-operative banks.
Open them with strict Government supervision.
Devalue the INR. Achieve mild controlled inflation and raise
commodity prices.
Drinking water is the main problem. The rivers have to be linked. Monsoon water has to be stored in big Syntax plastic tanks. Loans be given to buy such tanks. Every house must have compulsory drinking water from the tank.
Create big pits to store water. Where there are natural pits make them into ponds and lakes by constructing walls to stop the water flowing away.
Every local authority should be held responsible for clean
Roads, streets toilets and cleanliness in public restaurants.
Cultivate more should be the policy. Rain water should be used to enhance agriculture. Introduce insurance for crops in the field. Long range reforms in the area of agriculture are overdue. Enhance cold storage plants.
Regular storage depots for other commodity crops. Rehabilitate tenant farmers and marginal farmers.
In the field of labour, spread the work. Shorten working hours raise wages, Set up labour relations board. Fix 40 hours of work for workers.
Give security to the unemployed old and the sick.
Give subsidy to sell their old cars for buying a new vehicle. Cash for clunkers.
INDIAN SPICES.
The West have carried steamer loads of spices from India in the last five centuries.
They were aware of salt and pepper. They knew nothing about other tasty spices.
INDIAN SPICES CLOVES CINNAMON etc.
The cloves taste hot in the mouth but its property is cool.
Its quality within the system is to ease. It cures tooth decay, tooth pain. Scientific study has shown that use of cloves eases lungs infection and cough. It is considered as an anti-bacterial agent. Cloves is an anti-viral substance. It checks indigestion and stops vomiting effectively.
Cinnamon is used in medicine. Many add its powder in preparation of tea. It is more palatable as it helps to improve indigestion,. Medically, it is known to cure diarrhoea and digestive breakdown or collapse. Cinnamon is very generously used in aroma therapy.
In China cinnamon is generally used to promote sweating. It aids to protect from cold. It keeps the body warm. Cinnamon oil is considered an anti-bacterial medicine.
Nutmeg is generally used in dental creams and paste. Medicinally, nutmeg is used in cases of an inflamed bladder and kidney.
Coconut is the divine fruit. Its uses are many. Nothing goes waste of a coconut tree.
There are many Indian herbs that are life saving and they are cheap.
Indian medical science was at its zenith but with the coming of
allopathic drugs, Indian herbs are forgotten.
Similarly take green vegetables and our fruits.
Banana is a boon to the poor and the needy.
Tomatoes, cucumber carrots potatoes cabbage spinach are life-sustaining fruits and vegetables.
THE CELL-PHONES AND CAR DRIVING.
CELL-PHONES AND CAR-DRIVING.
Should hand-held phones be banned while driving takes effect?
The people have experienced miracles in the area of communication.
The world is now like a small cyber-village. With the coming of car-phones and cell-phones, and I-phones, people’s life has become easy and comfortable.
We see around us the good use of these sophisticated items for our well-being and convenience.
2.The abuse of cell-phones, i-phones has also come to the fore-front. The communication facility has made our world a better place to live. Every motorist, lorry-driver, other vehicles drivers are seen with such phones in conversation while the vehicle is in motion.
This has caused to divert his attention from his eye on the road, as his mind is engaged in a conversation and he can not easily see the things happening in front of him because of his engagement in conversation while the vehicle is in motion..
This has jeopardized lives of fellow vehicles and their drivers and other passengers travelling on the road It is agreed that the authorities have banned such
use of phones while driving takes effect. The drivers have to have a sense of awakening and responsibility towards passengers and other passing vehicles along with him on the road. The conversing driver is bound to get distracted and such phone conversation will have an impact of distraction in his driving.
CAN INDIA REPLACE THE 28 STATES BY FORMING 6 ZONES?
DO THE STATES MATTER? DO WE NEED THE STATES?
WHAT DOES THE CONSTITUTION SAY?
CAN WE ABOLISH THE STATES and CREATE FIVE TO SIX ZONES?
It was in the year 1956 that formation of the states within the territory of India was undertaken. The recommendations of the State Reorganization Commission were accepted and states were formed on the basis of linguistic zones.
Our experience on the basis of the past 54 years indicates that the states have been
involved in in-party fighting. The interest of the common man is not seen at the heart of the state leaders. It appears that there are no political leaders to guide the state and take it to a national high level. The political parties have dearth of statesmen-patriots. There is a push and pull for posts in the state. Peoples’ money is wasted on every count.
Posts are distributed as per the sweet will of the Chief Minister, to stabilize his position. Do not create problems for the state- that is the advice tendered by the high command. Get together and distribute the spoils of wealth among themselves, is the order of the day.
A time has come to think whether we need the States?
Do the states matter? Do they help the country?
Do they not come in the way of the Centre in implementing the policy?
Does the money allocated by the Centre reach the hands of the poor for whom it was meant?. The answer is No. It does not reach the hands of the needy for whom the money is meant.
Are not the states going out of line and thwarting the authority of the Centre?
Are not the States in the way of National policy?
Persistent animosity within the state is a routine. Inter-state difference, disputes are common. Disputes within the state with local body, corporation and institutions is nothing new. It is a day to day matter.. Law enforcement is at its lowest ebb. The judiciary has turned into a sort of helpless spectator for want of through investigation, and preparation of the case with loopholes and lack of collection of relevant evidence. Investigations are slip-shod so that justice can not be done. Everything is done on profit and loss basis and on principles of party politics.
All this suggests that there should be a better alternative.
Consider the cost of administration, the country would save if the states were abolished.
There should be two level of administration. The Centre and the local bodies in the five zones. The country should be divided into five zones for national integration.
Government under the Constitution can create states.
On the same analogy it can abolish them. But…Who will bell the Cat?

HOW WE WRITE ? (Sunday Breakfast)
HOW WE WRITE.
A right-handed fellow named Wright;
In write ‘write,” always did write “rite”.
Was Wright right to write rite for right.?
Do we always write, right?
What we write is right on sight?
Will Reader on sight, write
You did write right?
Should he shut summer shutter slowly?
Should he shut summer shutter swiftly?
Go, my son, and shut the shutter,
This I heard the mother mutter,
“Shutter is sure shut” the boy did mutter,
“I can’t shut any more shutter.”
“I remember the window where you stood”
“Straight down the lane I passed for good,”
“Once I dashed into a larry,”
“All I had to say was enough of sorry, sarry.”
“You shall have joy or you shall have power,”
“You shall not have both.” So said He ever.
Love happens generally close to home.
“I am not a jealous woman.”
But I don’t know what he sees in her.

INDIA-THE MOTHERLAND IS WEEPING.
Motherland IS WEEPING.
I am an Indian. I am Indian bred.
I have seen much to hate here,
I have seen much to forgive here.
But in the world, where there is no INDIA, I do not wish to live.
All our laws are needed to be redrafted.
They have loopholes. There are many ‘nothing shall apply’ and “provided that” in the law which are escape windows to go scot free. The Judiciary thereby has been a helpless spectator to such faulty legislation and is helpless. The laws framed are like cob-webs where small flies get caught and big flies do break through unharmed and successful.
There are many parties. Some believe in liberal economy. Some advocate state ownership. The country’s economic policy, depend upon the outcome of the tug of war between these groups. Poverty has taken the toll of the nation.
From 1947 to this date 11 five year plans have cost us trillions of INR to the nation. What is the outcome? We are still without basic infrastructure. We have not been self-sufficient in resolving drinking water problem. There is shortage of drinking water through out the country. There is housing shortage, roads are inadequate and schools and medications and health schemes are beyond the reach of the common man. The widening gap between the rich and the poor is a key motivating element for terror strikes. The western world is rich. The African Asian nations are comparatively poor.
The Africans and the Asians look upon the western world as arrogant self-satisfying greedy and self centred.
The time bomb is ticking. We have to take notice of it. What is for a society where rich get richer and poor, poorer? Failure to use resources, availability of funds but lying unspent, not fulfilling the targets, spending the funds in different heads, paying interest on world bank loans in terms of INR vs. US $. The cost of production has gone high in every field.
Government spending has grown at a faster rate than the increase in the output. The wages are increased followed by the increase in prices of commodities price index. Again the wages are increased to cope up the increasing prices. This is a vicious cycle. It has spiralled up inequality all around.
India is a sleeping giant. Many countries in the world want the sleeping giant sleep. But now this is not so. The sleeping giant has awoke and risen to its full height to take stock of the things. The voice of the people is the last court of resort. The politicos shall have to answer the people. The people are tired of false promises and false hopes.. The people feel that they were blind-folded by their smooth speech and were not aware of nefarious activity at their back.
The country was in sound slumber for the last 50 years. We have to begin now. It is a wake up call. Our leaders are seen moving around the world with a begging bowl for help and subsidy.
The Government shall have to publish a list of help donation subsidy loan received in the country from foreign sources. Details of expenditure incurred on the five year plans is the need of the day.
For chaos in the country, the political parties are responsible. They have to be accounted for what they have done. They have made a mess of the country. Their trial and error method has cost the country a good deal. Their deeds have put the country in the world list of corrupt nations. For the last 62 years, 11 five year plans have been operative but there is no infrastructure, drinking water housing and barest minimum facility to its nation. Roads, schools and medication facility needs much changes and improvement.
The MPs, the MLAs and Councillors have interfered in the day to day matters of administration. The administration runs at the wish of these people. They have corrupted the entire system. Nothing is left,. They have covered everything. The country is like a termite hit tree hollow from within and shall crash to earth with a slight storm.
The rich and the powerful can do anything and everything as they wished. The law right from the investigation stage to the verdict stage has to be flawless. It gets tainted by time it reaches the hands of the judge. This can be done by strict supervision and scrutiny, process of monitoring.
The process is exploited, facts are mis-recorded, misinterpreted twisted and turned by the mighty and the rich with reference to politics related people. They exploit the system to serve their selfish ends. In many cases it is seen that the law does not touch the wealthy and the mighty. Their lawyers twist turn misread the provisions of law to serve their ends. They escape from the clutches of law.
The law enforcement and law administration are two brothers who have to work in harmony and synthesis and are complimentary to each other instead of finding faults with each other. Some lawyers mis-interpret the law in their favour. They sell the law.
The Courts turns into helpless spectator of being witness to such frauds of justice. Faulty investigations, intimacy with the criminals, facilities to the criminals in jails are a routine matter. In the Bombay jail, the criminal is attending a moojrah night at a reputed place. In his place in the jail there is a dummy, duplicate fellow. If there was a checking, everything would look in order as per the head-count. They spend money like water. They get what they want. This has to be stopped.
The above are a few isolated cases cited about the abuse of the process of the law. The present arrangement is the only available workable and on the whole satisfactory system in existence. With the coming of computers, it is hoped the method would still improve and not only justice will be done but it will appear that justice is done.

THE LEGEND. DHIRUBHAI AMBANI AND EMPIRE OF RELIANCE.
THE EMPEROR OF THE RELIANCE EMPIRE.
LEGEND OF INDIA. DHIRUBHAI AMBANI.
LEGENDARY DHIRUBHAI AMBANI.
Merchant of India- Dhirubhai.
Dhirubhai had all Easy Answers as he was a very practical man.
Dhirubhai studied and mastered the method of working in the country.
It is good when going is good. It is better when going is bad.
Dhirubhai accepted this fact in his business life and going was better.
In the year 1960, he started a processing house in Naroda industry zone.
He had installed power looms under his management to weave art silk fabrics.
He supplied best Japan Yarn for weaving art silk fabrics to these power looms.
Such woven art silk cloth was processed at Naroda processing house named
Reliance Processors.
For the First time in 1960 in the history of Textile Mills that a processing house
put into market a quality, eye-catching cloth Vimal brand on par with Japan Fabrics.
High quality cloth was put into market by a little known Vimal Brand.
The 65 Textile Mills had a time to hide their face and the blame game began for their poor
quality of fabrics manufactured by their famous Composite Mills. Customers
started making inquiries and Vimal brand fabrics made a place in the hearts of public.
Dhirubhai was an owner of a processing house at the relevant time. He made an
application to Mill Owner’s Association for a membership of the association.
His application for membership of Mill Owners Association was turned down by the Association
on the plea that the association was open to membership to
Mill Owners and not a Processing House. He was a processor and not a Mill Owner.
Thereafter Dhirubhai bought a closed mill at Patan and eventually became a member.
After being a member of Mill Owners Association, he made history.
For a moment he did not stop to look back. T.A. Pai put huge funds at his disposal.
He installed a yarn processing unit at Patal Ganga at Ratnagiri and the rest is history.
He was harassed by Nasli Wadia of Bombay Dyeing but nothing succeeds like success.
